This isnt a question of who is fodder and who is not. All this list is saying is that these people a generally considered to be stronger than they actually are. And it is true for some of these characters more than others

Ok but everyone knows that Ebisu is weak so who overrates him? Noone, then he is not overrated. And Edo Madara cannot be overrated enough because he is the strongest right now. And Hashi defeated EMS Madara so Hashi cannot be overrated , at least until we see his full powers. And Minato, the 4th hokage , the yellow flash himself said that Sakumo, The White fang is better than the sannins... And we haven't seen Sakumo's abilities so how could he be overrated?

Like I said, Its more true for some characters than other. you have a point with Ebisu

but sakumo can be nothing but overrated. And by that I mean that we know nothing about him except that he was sannin level. That doesnt mean that he automatically defeats anyone under sannin. honestly we dont know the extent of his strength and that always leads to exaggeration.

2: Kakashi. This guy is severally over-rated, and I mean severely. And add Obito here as well. Those Obito > Madara threads are quite funny.
3: Killer Bee.
4: Hashirmama.
5: Gaara.

Underrated:

1: Kabuto.
2: Orochimaru.
3: Sasuke (The plethora of hate threads speak for themselves).
4: Sai.
5: Zabuza as well. We all know Kakashi lost to him the first time and was saved by genins.
