Now we got the underrated people which consist of Kiba, Hinata, Ino, The Fat Guy, Shino, A regular Samurai, Kankuro, Ten Ten, Asuma Sarutobi's wifey, and Sakura. Did I forget Sai?

I love kabuto but I think he's overrated just because he's so cheap. Everyone is all: Edo Army! Edo Army! He's got an Edo Army! and Im all so what. we saw his 1 on 1 combat style vs itachi, why didn't he summon an army to fight itachi? because its a dumb thing to consider when evaluation his combat abilities. But everyone does it, I cant change that. So Kabuto will forever remain at the top of everyone's ninja lists

That is whete you are onsider wrong (though your opinion). I would say the Top Overrated is Madara. Although, being overrated and underrated means nothing becuase ever fan has their opinion and basis towards certain characters.

Include Minato and Bee, sasuke is easily the most hated character but he still had the most challenging fights and still is very impressive.

True said about the anbu. As naruto wiki says "The shinobi in the ANBU are hand-picked by the Kage; chosen for their individual capabilities and special skills". But we saw nothing from them. >_<

This isnt a question of who is fodder and who is not. All this list is saying is that these people a generally considered to be stronger than they actually are. And it is true for some of these characters more than others

Madara gets overrated. People have said he can take Kabuto along with his edo tensei army, I remember a thread a while Madara vs all current and former kages and people were trying to argue Madara would win.

7 - muu ( i like the guy but some people put him higher than his true level )

hashirama and minato deserves the attention because they didn't lose like madara when he got his ass kicked along with EMS and kyubi

naruto, nagato, obito and madara are overrated to shit. sometimes itachi. hashirama and sasuke are poorly underrated. people try to say that hashirama is weaker than madara<_< which the manga disagrees with severly and narutards think that ems sasuke is so weak compared to naruto that even sm naruto could beat him.

Nagato is the one who is terribly overestimated. People claim that Deva alone can stand up to Itachi and even Hashirama. Nagato was also supposed to wipe out Nagato along with his Edo army due to Gedo Mazo. Hashirama is overrated when it's aid that he can beat the current Madara, due to their misinterpretation, but not more.
