Edos count as a summoning. Minato w/ kyubi cannot be allowed bc he only sealed the 9 tails in himself after RDS which kills you.

I put Itachi and Minato together because their level is close and can be debated both ways. Itachi defeated Nagato in canon <- quit denying it fan boys. Since Nagato still lacks mobility, Minato's FTG destroys him. I can't think of anyone stronger than Jiraiya at the moment.

I put SM Madara, EMS Madara, and Rinnegan Obito at an in between bc their stronger versions are already included
