1. Ten tails Host Hagoromo Ootsutsuki
2. Ten tails Host Madara Uchiha
3. Ten tails Host Obito Uchiha
4. Naruto/Sasuke
5. SM Hashirama
6. DSM Kabuto with ET/DSM Orochimaru with ET
7. Edo BM Minato
8. Healthy Nagato
9. Itachi
10. Tobirama/Prime Hiruzen

EXPLANATIONS:

- Naruto and Sasuke's places as tie. I believe that at the end of manga Kishi will make both Sasuke and Naruto equal begin the strongest None Juubi jinchurki characters ever. Remember theme "Younger generation will surprass older generation" I know kishi is not inconsistent with that theme but when it consider main characters I am sure he will keep his word.

- I wanted to put Minato in his the strongest state... and BM Minato make huge difference in compare to rest of his forms so he is where I put him.

- I didn't see huge gap or even considerable between Edo Itachi and Itachi so I don't feel to use Edo Itachi as it would not put him place above.

- Prime Hiruzen - I basically consider only Hiruzen's feats trying to fit his hype somewhere to this... so that why I put him here.

4. Naruto=Sasuke Naruto is sasuke? Nice plot twist.
5. SM Hashirama
6. DSM Kabuto with ET= DSM Orochimaru with ET We haven't seen anything of sage mode from Oro
7. Edo BM Minato So far nothing special.
8. Healthy Nagato
9. Itachi
10.Tobirama=Prime Hiruzen What? :/

What about Itachi's place in my top being funny ?

Yes Minato is apart of Orochimaru's arsenal but I also wanted to put him as stand alone character as it is his the strongest state.

Well, simple I look at his hype considering his feats and pull average value or something like that... if he lives to his hype then we can talk. Honestly at the most I can see him surprassing Itachi being just behind Nagato or along with him.

Juubi Jinchurki Hagoromo is above Madara so keep your bullshit to yourself or keep dreaming.

Juubi Jin Obito is not equal to hagoromo unless you mean Juubiless SOSP.

I can agree with rest of your list... maybe I would add some minor changes... but it would be ok.

EDIT: If you mean Juubiless Hagoromo in your top list... then I can agree with your list... but IMO characters should be took at their strongest state and Juubi Jin Hagoromo is the strongest state of Hagoromo Ootsutsuki

Well of course not for now... but maybe they will be able IN THE END OF MANGA...

It is just my pure assumption, but most likely they should be capable of in future unless Kishi didn't give them ridiculous power ups.

Third Raikage is too straightforward character is beyond top 10 most likely.

Kamui sniper Kakashi is overstimated as hell at this point... I keep him at 11th or 12th place at the best... but for sure he is in top 15.
