Yeah I really have to agree with this, except Kabuto is over Madara also.

You mean the SO6P's kids right? There isn't any mention of him having siblings.

Actually in Naruto manga 462 pg 12 it mentions that the SO6P's entrusted 2 boys with the power of the ninja way, so no relation to him.
The reason I put Jiraiya instead of Pain is because if they had a straight up battle (no path's of Pain to hide behind) Jiraiya would've killed Pain with the Toad Elders Genjutsu.

No it was his 2 sons the elder brother has the sages eyes and the younger son has the body and the life energy of the sage.

no it says sons, i will search for the link but Madara tells naruto he had 2 sons.

Look it up. I did, Naruto 462 pg 12. It says 2 boys, but it also says the elder was born with the Sage's Eyes and the younger with the Sage's Body. It certainly seems with wording like that they're his sons, but it's a little confusing.

On his death bed the rikudou sennin split his powers and gave the eyes to the older son that became the father of the Uchiha clan and his body and life energy he became the father of Senju and Uzumaki clans. But he left his legacy to the younger brother causing the feud between the clans and the life long battle of the clans successors, the last battle was Madara and Hashirama the next will be Naruto and Sasuke.

Possibly Rikudo Sage. We haven't seen him in action, and the details of him sealing the ten-tails have not been revealed. He could have just snuck up on it while it was sleeping and sealed it.
Madara pre-injury. He's shown great fighting abilities post-injury. See number four.
Naruto. With his new abilities, he would be able to beat Pain who had trouble with the six and eight tailed forms of the fox. He'd be able to beat Itachi by using the many different chakra types he has to break out of genjutsu, and with his new speed, dodging Susanoo would be a lot easier. Susanoo takes a TON of chakra. Itachi, according to the databooks has less chakra than Kakashi.
Yondaime.
Shodaime. Just because he beat Madara doesn't necessarily mean he's stronger. Though I could switch him and Madara (see number 2).
Pain
Itachi- Yes, he's weaker than Pain. There was a reason that Pain was the leader of Akatsuki. And quite frankly, if Itachi was stronger than Madara, as some think, he would be dead.
Sandaime- Because of what has been stated regarding his power, I put him on the list.
Jiraiya- Itachi and Kisame decided not to face him in battle because they feared that the best that could happen was a draw on a 2 vs. 1 fight.
Killer Bee - Give him more credit. The Hachibi is the 2nd strongest Bijuu and he can fully control it. If he had the right circumstances in his fight with Kisame, it'd go a lot smoother. Kisame could also take this spot.
Kakashi just barely missed the list. I actually had him on there, but agreed that Yondaime is definitely a stronger Shinobi. Plus I didn't want you Yondaime fans to bitch me out.
Sons of the Rikudo Sage arent on the list because we really have no idea what they can actually do...

I am going to omit the SoSP, because it is all a bunch of hearsay with him and his descendants. So!
Minato- We saw him fight Madara/Tobi and the 9-tails while protecting a baby and the village.
Itachi- I really think Minato and Itachi are in a league of their own. Itachi, like Minato, was fighting with other demands in mind. He had to kill Orochimaru, for example. Susanoo and his intelligence put him way ahead of the game, and I do not think Itachi's story has been fully told.
Naruto, full-power. Strong enough to mutilate Kisame with one hit. Near-infinite chakra at this point.
Sasuke. He has a ton of tools and he is a very smart fighter (Deidara fight).
Tobi/Madara- Weaker than he might have been even when fighting Minato, but still able to survive some brutal attacks.
Pain- Really strong, but we saw some of his weaknesses: needs to be close to his bodies, and sage mode Naruto was fast/strong enough to crush some of the bodies, Rinnengan or not. As strong as his attacks are, Minato and Naruto can hit him before he reacts and the Sharingan/Susanoo could eliminate his defenses.
Third Hokage- Knew tons of Jutsu, was strong into old age.
Kabutomaru/Sage-mode Jaraiya- Speculation here, but both Orochimaru and Jaraiya barely survived the 4(? maybe more) tails cloak. I imagine Sage-mode Jaraiya and Kabutomaru to both be stronger than that.
Kisame- Guy was a monster, but he was also really smart. He showed adaptive strategies when he fought Bee.
This is purely based on what I have seen, so the first Hokage does not get a spot. I am speculating about Kabutomaru, yes, but I would still put Orochimaru right around that position, so it does not really change the list.

I never know what Hiruzen doesn't get the respect he deserves....Kishi has told us that he was the strongest hokage and out of ALL the dead characters he or Minato were the strongest.

Sage was the strongest. Madara was considered one of the strongest with his EMS, but was beaten by Hashirama. Then, Itachi didn't have EMS, so he wouldn't be able to beat an EMS Madara. However, he could be able to beat Minato, although we haven't seen them fight, thus we can't know. My opinion.
Naruto has surpassed Minato, especially now that he can use a teleportation jutsu. About Sasuke, haven't seen his EMS nor how skillful he is with them. Nagato was really strong but was beaten by Naruto and I believe Sasuke could as well ( since Naruto said Sasuke and him are equal ).
Hiruzen was shown to be able to handle the Edo Tensei jutsu, by killing himself though. He was considered God of Shinobi and Orochimaru mentioned he would die if Hiruzen was a bit younger. Kabuto is not that skillful, he just got raw power. That what makes me believe that Hiruzen > Kabuto.
