Harashima
Madara
Obito
Itachi
Sasuke
Naruto
Minato(subs in for 2nd hokage)
Sage Kabuto(really hard to beat)
Muu
nagato

I want to throw gaara in there because he certainly could contend for adleast the 10th spot but i dont know who to take out, what do you think? This isnt in any order as that would be impossible for me to do _@: what would your list look like?

you can make a top 10 be deciding which ninjas would do the best in most situations on top of their chakra levels and jutsus
