This is a top 10 list of ninjas that did not earn power on their own, from 1 being the most and 10 being the least. Using a tailed beast as power counts as given because that power was literally given to you. Taking another ninjas Rinnegan/Sharingan counts as given as well unless you stole them. Borrowed and stolen count as the same logic
1) Kabuto: Sound four chakra, Orochimaru's chakra
2) Sasuke: Itachi's sharingan, Curse Mark Mode, S06P
3) Madara: Izuna's sharingan, Hashirama DNA
4) Naruto: Kurama's chakra, S06P
5) Obito: I could go on forever
6) Danzo: Senju DNA, Countless sharingans
7) Yamato: Hashirama DNA
8) Kakashi: Obito's sharingan
9) Bee: Gyuuki
10) Gaara: Shukaku
Honorable mention: Minato, Nagato, Orochimaru
funny how Itachi is better or almost than about every person on that list without any help
