Top 10 Ninja! (No Kekkei Genkai, Senju or Jinchuriki)

I guess the strongest would be... Hiruzen? He didn't have any of those and was still considered pretty damn strong. Not gonna make a top 10 though...

1. Minato Namikaze - He is the fastest shinobi in history, expert in Rasengan, also has Toad summonings.
2. Orochimaru - Immortal at all, Edo Tensei, Shiki Fujin etc.
3. Third Raikage - The strongest lightning armor, the best tank in NV, deadly strikes.
4. Sasori - Large amount of poisonous weapons, immortal body, he can control over 100 puppets at once, Third Kazekage puppet - Iron Sand techniques.
5. Fourth Raikage - Lightning armor, incredible speed, deadly techniques.
6. Hiruzen Sarutobi - Specialist in Katon, can use large amount of techniques, Enma summoning.
7. Konan - Paper techniques, her Kami no Shisha no Jutsu (Paper Person of God Jutsu) can solo almost every character in NV.
8. Jiraiya - Toad Sage, large amount of Toad summonings, Rasengan specialist.
9. Might Guy - 8 Gates, Hirudora, Asakujaku, Primary/Hidden Lotus, Taijutsu expert.
10. Kisame - Bijuu chakra level, Samehada combination, large and strong amount Suiton techniques.

Seems legit, I wanted to include somehow Gaara, because I like him a lot, but he's 11th probably.
