Guy has Eight Gates and no below him can stop Eight Gates, not even Tobi. Tobi stays intangible for more than five minutes and he's dead.

Madara is better than Tobi due to Susano'o and the fact Tobi can't use Six Jinchurriki (basically, the beasts won't help either, as they'll be controlled)
