These are too op jutsus in my opinion:
Kamui - Kill ( or better lock someone away ) someone in an blink of an eye.
Rinne tensei / Edo Tensei - Judging about someone elses life or death is pretty op in my opinion.
Tsukuyomi - Torturing someone in one second, but still making the enemy belive that it took years.

not in any order these are some of the strongest imo

Kamui (both eyes) - cant be hit / warp anyone or thing away

Kotoamatsukami - take control of someone in a split second without them knowing

Sasuno - probably the ultimate defense in narutoverse. plus if its perfect can destroy mountains in one attack

FTG - teleporting to your seals in literally no time at all is pretty op

Amaterasu - flames appear on focused point and dont go out untill what every they are attached to burns away (only the fastest shinobi can dodge it)

Rasenshuriken - like Amaterasu got introduced way to early on so it got nerfed to hell....when we first saw it it was like a billion mini attacks that literally shredded your body....and when we saw it yamato said it was only about 80% complete maybe he will upgrade it... or maybe the other 20% was him learning to throw it?

Edo Tensai - Bring back the dead and make them fight for you. kabuto literally brought back enough people at one time to fight armies throughout the world

Chibaku Tensei - supposedly used to create the moon...it took 2 tailed beast bombs and sasuno to destroy the center so if your alone chances are, youre boned

Tsukuyomi - incapacitate your opponent from close - mid range in a second while it feels like days to them

Deep Forest Emergence - creates a giant forest that produces spores that incapacitate the opponent
