Are we talking naturally or also enhanced by Senju DNA?
If we're talking Naturally, then my list would be no specific order:
1. Naruto -Uzumaki and I know Kurama also gives him a huge boost in chakra, but even without him he's top ten
2. Nagato -Uzumaki, he took on an entire village by himself including Naruto in his six and eight tails cloak
3. Kushina -Also Uzumaki, but more so she was able to give birth to Naruto, survive the extraction of the Kyuubi and still managed to supress Kurama so Minato could seal him
4. Hashirama - Senju, don't know much about him, but we know he had an epic fight with Madara and Kurama which I'm sure was dragged out, also being Senju means he's naturally gifted with a large amount of chakra
5. Tsunade - Senju, she healed the entire village constantly during the Pain invasion, she also has a strong enough life force to survive being cut in half and heal the remaining kage's wounds
6. Kisame - I wasn't going to include him at first on this list, but then I think he already had huge chakra reserves even without his sword Samaheda
7. 3rd Raikage - He fought for 3 days and 3 nights straight before he finally ran out of chakra, this feat speaks for itself
8. Jiraiya - He pushed Pain to reveal his secrets, and would have succeeded in defeating him if he had the knowledge ahead of time, with or without sage mode Jiraiya still has large chakra reserves.
9. Ay - I think it's pretty obvious this guy belongs on this list, Karin even trembled at the amount of chakra he had, and of course being the son of the 3rd raikage
10. The Sage of Six Paths - Obvious, he took on the Juubi
