Tsukuyomi is limited to 1 target( or more) but not in the same range as Infinite Tsukuyomi which has very close to 0 counters.. Totsuka is second behind the Sage Paths jutsu

Izanagi changes a single event in the past, causing moderate change to the present. Izanami changes the entire future. In the right hands, it is far more potent than Izanagi could ever be.
