Wrong on so many levels
At first i though you were going by sheer power which in itself is a flawed way to go given the fact that kirin was mostly conjured by the heat that itachi produced from his amaterasu.

So 1.sasuke without itachi at the time would of never been able to produce kirin
2.Its prep time is horrible as sasuke would of been dead long before the justu was ready if itachi fought seriously.

Get ur facts right, Sasuke doesn't need Itachi, He had little chakra in their battle after using oral rebirth, so he relied on Amaterasu and his fire style to heat the atmosphere instead of having to use his own chakra , he can use Kirin with just his chakra, look it up

Raw state meaning the jutsu itself and not dependent on the user of it.. Ex: the 3rd Raikage's Stab gets a boost from his powerful body( his skin was comparible to steel).. But the jutsu itself is where it shud b on the list
