Naruto, Sasuke, Sakura are the main 3 Shinobi and Kakashi is the leader of team 7. Team 7 is the main group.

Kabuto, Obito, Madara and Kaguya are the main villains and the antagonist as well as a challenge for Naruto.

Tobirama is the one that created Kage Bunshin. Kage Bunshin is the main Jutsu Naruto has and it was the first Jutsu he used in fights. Tobirama created the system of Konoha. Naruto lives in Konoha. Tobirama created Academy. It was here that Naruto was trying to become stronger. Tobirama created Chunin exams. It was during Chunin exams that Naruto became truly strong, met Jiraiya, defeated Gaara and changed him. Tobirama created ranks. Naruto is still a Genin. Tobirama was the leader of Team Tobirama in which there was Hiruzen. Hiruzen was the leader of Team Hiruzen, in which there was Jiraiya. Jiraiya was the leader of Team Jiraiya, in which there was Minato. Minato was the leader of Team Minato, in which there was Kakashi. Kakashi is the leader of Team Kakashi, in which there is Naruto. Tobirama created system of Konoha, which other villages used as well. That means Tobirama greatly influenced the World Naruto lives in. Tobirama created Edo Tensei. Kabuto was incredibly strong villain because of Edo Tensei. Tobirama created Hiraishin. Naruto's father's most famous Jutsu was Hiraishin. Tobirama also is very important because he is Hokage and was revived as well. Not to mention how many other things Tobirama has done and changed the World with them.

I believe Kabuto was more important as a villain because he summoned Madara and fought against the Shinobi alliance.
