^Itachi is actually very fast. Pretty sure he is a 5 in the Databook and has used the Body flicker technique very well.

I didnt know that people without speed enhancements were faster than those with speed enhancements. :|

Like seriously, Itachi and Sasuke faster than someone in gates/lightning armor? If it was someone with a speed enhancement who wasnt fast already, like Kabuto, then I can understand, but everyone else built themselves to be quicker than others. Adding a speed enhancer would make them faster than even the fastest person in their base mode.

Reaction speed
Nature of the jutsu involved aka Hiraishin, Obito's Kamui, 2nd Hokage's jutsu, Body flicker

While Gai and Lee are indeed faster than most people here when powered up by their full gates, people like Itachi and Minato could still react in time and cast a said jutsu to counter such speed.

Itachi's handseal speed was noted as the fastest so far, and while he wouldlnt be able to outrun a fully powered Raikage rushing to him, he would for instance be able to react to his speed and cast Susano to defend against his movement speed.

Overall speed, Itachi is without a doubt a top speeder.

Usually when someone is referring to speed, its considered overall movement speed with reaction speed playing a small part. If handspeed was a factor, then Neji and Hiashi would also be on the list because they have the fastest handspeeds(not handseals, but attacking handspeds)

Naruto and Minato are the two fastest shown in the series.. you're completely mental if you think you can argue somthing like Obito or Tobirama, or the 3rd and 4th Raikages
