i don't really get where people get off saying the 2nd and 3rd raikages are fast. The only one that's been known to use his lightning aura for speed is the fourth raikage. And it's never mention tobirama for speed, but for S/T ninjutsu. If you're going for speed you should remove about 4 people from your list
This man has undoubtedly been revered many times in NV history as the fastest man alive during his time and has been given the nickname the "Yellow Flash". His reaction time, reflexes, and even his own base speed was something to marvel at and almost unparalleled. However, his real meaning of his nickname comes from his creative and deadly use of his Space/time jutsu, the Flying Thunder God Technique, which allows him to teleport anywhere he has placed a seal formula, most of the time on one his custom-made specialty kunai. With this technique, he could instantly take out an entire platoon of shinobi, which terrified his foes so much, that they were given a flee-on-sight order whenever he appeared. Even though his teleportation requires seals, he can still teleport to wherever they are instantly, which is physically impossible to surpass except with another s/t jutsu of the same caliber.

Like his father mentioned above, Naruto has also proved capable of dodging the even raikage's fastest attack in KM and BM Naruto has been shown to deflect 5 TBBs away from Guy and Kakashi at point-blank range. These are among some of the greatest physical speed feats in the NV.
3) Gai 8th Gate (theoretically)

While we have yet to see any real feats from the 8th gate, it is presumed, according to the description of the 8th gate, that it will grant power greater than the 5 kages. The EIG grant the user enhanced speed and power, so it means that Guy would temporarily be faster than even the raikage which is why I have Guy above the raikage. He is below BM Naruto because Naruto isnt technically a kage, so the description of the 8th gate likely doesnt apply to him. Therefore, it is currently unknown whether the 8th gate would grant speed faster than BM Naruto
4) Fourth Raikage

The fourth raikage was considered the fastest alive after Minato himself and is still one of the top tier speedsters in the NV. He is obviously the one that most people compare other very fast shinobi to, almost making him one of the minimum standards of being a top tier speedster.
5) Third Raikage

This guy, like his son is also noted to be very fast since he uses the same technique, lightning armor. He, however, is more known for his durability a bit more than his speed, making him not as fast as his son, but still pretty close.
6) Lee 5th Gate

Has proven himself earlier on in the story to be one of the fastest in the NV with the power of the EIG. However, his mastery of the EIG isn't up to his sensei's level, so it is obvious that he would not be as quick, though he is sure to be one of the top contenders in the speed department.
7) Killer Bee V2

This guy in his V2 mode is extremely fast and has displayed several one-shot speed feats where his opponents was unable to react, he claims that only the raikage can match his speed, but that is still debatable for now.
8) Haku

While his actual base movement speed is not good enough to compete with the fastest on this list, Haku's crystal mirrors allows him to teleport between mirrors so quickly that he seeems like he is in all of them at once. He is also able to move extremely fast when jumping out of his mirrors as well.
9) Obito

Obito's S/T jutsu takes time to fully initiate since he first has to absorb himself into his separate space and then reappear at his desired location. Because of this he has more versatility in choosing where he wants to go, but this limits how fast he can get there, and would make one consider if it would be wise to use while fighting against another formidably fast opponent.
10) DSM Kabuto

Kabuto has recently debuted as one of the most powerful main antagonists in the story, and his speed in Dragon Sage Mode is definitely one of the many reasons why. He is the only one to have ever fully dodge Sasukes susanoo arrow, which not even Kakashi or Danzo had enough time to react to, and has help his own against Itachi who is also known for his great speed.

really???
last time i checked he was keeping up with KM naruto, and Bee has one heck of a good reflexes, yet itachi had to warn him of his attack from the back...
I dont think either Madara or Hashi belongs there.... we have not seen truly godlike speed feat from either of them.
Sure Madara is no slowpoke, those in the list to me seems to have faster overall speed nonetheless..
Itachi without a doubt belongs in there, his movement speed is among the fastest, but above all, no one can match his handseal speed, and that does count.
2nd Raikage has no feat, all we have is a statement of Naruto saying all Raikages seem fast because the 3rd and 4th are, but we cant go ahead and say that the 2nd belongs there.
And sure Lee is fast, but Part 1 Sasuke who got much faster in part 2 was able to achieve the same feat as lee against Gaara, to the point Gaara went ahead and used his Sand bubble or whatever its called.
Lee could get put down and Sasuke could get a spot in there, above Lee and replacing the 2nd Raikage.
