My two cents anyway.

1. Gai/Guy (8th gate, 7th would be below the 10 tail jins)
2. Jin Madara

4. BSM Minato, if him actually going in Sage Mode and BM at the same time is possible for him, eitherway BM Minato is #4.
5. BM Naruto.
6. Lee. (If Lee actually could use 7th gate on Gai's level he would be higher)

Sasuke was really a last resort, hes not really considered fast but no one else actually qualifies for a real fast shinobi right now.

I never understood why people try to downplay minatos speed and say its ftg and it's a Justu. Barely ANYONE on the list is fast without a Justu. Naruto is slow without KCM, all raikages use lightning armor to be fast and for reflexes, gai uses gates, lee uses gates, juubi jins use the juubi and it goes on. Just because ftg can't be beat they restrict but won't restrict the other's Justu. The fastest way from point A to point B isn't a straight line when u can bend time and space.

I will base this not only on speed, but potential travel distance without any preparations.

1. Obito - He doesnt need any handsigns and can teleport anywhere he wants.
2. Gai 8 gates - The reason why I put him above other s/t users, is because he will travel alot faster than any dagger thrown by an ftg user. Gai will remain his speed with no drawbacks, while the dagger whcih was thrown by ftg user will slowly lose speed.

How comes Obito and Gai are faster Than Minato/Tobirama using FTG . FTG is istant u can't be faster .....We are not talking for kunais and etc FTG = instant teleportation ....
