If it's base Minato you're talking about, then it's too damn high. Madara should be above Obito and 4th Raikage has V2 Raiton Shroud, man. Even at V1, he's faster than third Raikage. The rest I mostly agree with.

Most people would say Naruto or Minato is the fastest...probably naruto is the fastest. But with Sasuke's new Rinnegan ability he "Could" be nr 1 in this field. If that's true, Sasuke can only use it at close range. Naruto would definitely be faster long range.

but we have to see more of Sasuke's ability to be sure.

I'm sorry but in foot speed Naruto is faster than Sasuke.

Sasuke only seems to faster, or equally as fast because of his new eye tech.
