Nonono. I am saying healthy Itachi might not have mastered the MS before he got his disease. Once he left Konoha he get his disease, and he had his MS unlocked right before he left Konoha.

Manga shows gaara standing in one place during kimimaro's fight yet he ran out of chakra, manga shows every stationary character standing in one place doesn't mean they're gathering chakra in the process.
