My list is:
1.Minato-Hyped constantly by A about being the fastest shinboi that ever lived. He freaking teleports for god sakes this makes him number one by default and unlike tobi his teleportation is instant. His base speed has also been shown to be fast like when he used shushin no jutsu on that iwa shinobi, and got behind him before his backpack hit the ground(shushin in the manga ftg in anime). Also he caught naruto mid fall from being stabbed by tobi. Not to mention being praised about it afterwards.
2.Naruto-BM makes him crazy fast(I assume because hes humanaid form of bm looks like enhanced km) and he was already gonna be top 2 anyway because of km. He dodged A who was the fastest shinobi alive at the time and surpassed him because of it.
3.A-In his lightning armor not even the sharingan could keep up with his speed. He was known as the fastest shinobi alive after minato died and still holds the title of top 3 of all time afterwards.
4.3rd Raikage-He was stated by Naruto to be on par with his son A in speed. That enough makes him 4th. Though he is below A because he is on par but not necessarily as fast or faster.
5.Kabuto-In DSM kabuto is crazy fast. Agasint sasuke and itachi he dodged a susanoo arrow which kakashi and danzo couldnt even dodge themselves. When sasuke made a shield of amatarasu kabuto stopped himself before it tocuhed him. He was fast enough to cut itachi in half and itachi even has the sharingan and still couldnt predict his movements.
6.Guy-In the seventh gate he was shown to be super fast even a punch being enough to perform daytime tiger. He was already shown fast without gates as he protected gaara from killing lee. In the eigth gate he is argueably as fast or faster than A but until he is shown to be I wont assume he is.
7.Tobi-I think tobi is fast because he keeps up with higher speed ranked opponents. Agasint minato he kept up with him and almost won had it not been for ftg which secured minatos victory. Agaisnt naruto,bee,kakashi, and guy he is keeping up farely well and is showing himself to be on par with them in speed. He also teleports(not as fast as minato) which im taking into account on this list but the main reason he isnt higher is because it isnt instant and can be countered.
8.Killer Bee- Bee and Tobi are probably going to be the most contreversal of my list and I dont blame you. I think he is fast because in version 1 nobody has ever dodged his lariat except sasuke and A, and sasuke only dodged it because of the sharingan and because Bee moves in a linear function(remember this is about speed not if he can hit a sharingan user or not). In version 2 kisame couldnt dodge his lariat(dont tell me he didnt dodge it to take bee's chakra because he wasted chakra healing himself afterwards so what would be the point) and if I remember correctly kisame is fast himself because he has a 4 in the databook.
9.Itachi-Itachi is the only one out of the top 8 who doesnt have some power up or technique helping them move faster or teleport. He is purely just raw speed and talent. Kakashi couldnt keep up with him in there first fight and kakashi is in thos list himself. He also has a 5 in speed in the databook which further supports my claim.
10.Sasuke-Spam me all you want if you think sasuke should be higher but i think he is in the right place. His speed has been shown to be ridicoulous and can shushin so fast diedara(fast himself) was impressed along with our favorite good boy tobi. When he reunited with team 7 the first time sakura thought he could teleport because of his speed. He nearly outran amatarasu which is a feat itself.
