Top 10-Base Forms

I would like people to rank who they think should be in the top 10 without taking into consideration Biju, Sharingan activation, 8-gates, Byakugan, Curse Marks, Senjutsu, Injections to upgrade skills (Sasuke, Orochimaru, Kabuto), Absoring other people and their skills etc...

Please try to consider people for what they can do of their own skill.

Example of Sasuke-without Sharingan activation

Excellent taijutsu specialist, naturally skilled in ninjutsu, excellent weapons expert and so on. Activating his Sharingan opens up new skills and so on and makes him see things quicker etc, but it is not his base form. It requires activation.
