its my list not yours. and if you base it off everything we've seen through out the series then yeah. my list should be correct.

we have seen alot more of tsunade then we have of Oonoki. over a few jutsu's and such and such cant make a full on base saying hes the strongest. his particle style is 1 of a kind. we have seen few of his other jutsu's thats it. he's quite weak to if you think about his back being a problem in mid battle. during that fight with him and gaara he was holding gaara back.

people go by feats and jutsu's. i'm going on everything together as a whole.

Orochimaru i believe we have seen shit from him yet thats why i haven't put him up there all we seen in the entire manga/anime is:

tsunade retrieval, the curse mark. OH boy i'm michael jackson i need a new child to take over. then you have sasuke who killed him. naruto who beat his ass. then you have him coming back alive after all of that. i believe we still have yet to see more orochimaru.

her Chakra to be able to heal while she is fighting is quite amazing. you under-estimate her abilities.

tsunade chakra control is alot better and experience then he is. with the hyakagou its even better. like i have mentioned. mine is based on the whole start of naruto to the end. from Alive, screen time, to experience.

there is a skill of tsunades that lets her give chakra out. look it up on the wiki i'm not doing the work for you.

theres probably only 3 people that can break a susano. Hashirama and tsunade, and sakura.

naruto and the raikage couldn't break the susano which is a great feat for tsunade.
