Rather - We get it on Wednesday then the people who actually pay for it get the issue on Monday after that. It's leaked en route shipping the actual Jump issues.

So yes we get it before the official release of the manga. That's why if you can buy your mangas please do so when you can, and support the authors.

Chapters in Japan come out every monday, so yesterday chapter 671 just came out in Japan. But it's leaked early on wednesdays/tuesdays online by people who receive the magazine early. So everyone gets access to the leaked chapters at the same time technically.
