It's pretty incredible, just that Toneri wasn't that skilled.

Sasuke always had mastery of Dojutsu, since he's always used one.

Naruto began his mastery of Sage Mode during the Pain Arc, but before that most of his techniques were cultivated over a period of time.

Toneri only had puppet techniques before Tenseigen (that and his chakra absorption ability). Yet the minute he gained all these abilities, he was basically a baby learning how to walk. Imagine if he actually had it for years before attacking the world.

He might have made for a better villain.
