This isn't a traditional battle. This is Toneri vs. Sasori, but both are only allowed to use their puppets - and no puppet body for Sasori. Who has the better puppets?

Location is Sakura vs. Sasori, neither have any intel.

I'd argue Toneri due to their firepower. Quick question though. Is this all of their puppets for each? Also, the Haruma statue is also a puppet.

I'll say it's Toneri's base puppets, no birds or Hamura. Sasori gets all puppets, though.
