How is the 3rd RK superior to Jiraiya?

Jiraiya achieved a fair conditions concession from the the SPoP, who could thrash the strongest village without really trying hard. On the other hand, the 3rd was specifically defeated by just a troop on the move despite playing defence.

base jiraya nearly died to four tails naruto while a,sr was fighting gyuki, I think it's very clear why a,sr is stronger
tentacles vs toxic flesh . . .

The fact that the 3rd RK uses a cloak makes his style practically the same as V2 KB. So if the 3rd could draw with Gyuki, it means we cannot simply look at stages of evolution to conclude superiority of styles. And thinking about it, a suit of armour is excellent against something like squishy tentacles.

Also, fighting to a dead draw is worse than winning a close contest.

Finally, you have ignored the student-master relationship ampng other things.
