He can't "see" it, but considering he has a variant of Rikkudo senjutsu through tenseigan chakra mode, I'd imagine he can sense it. Of course, Toneri's power far surpasses Madara in this form. Madara would need to be a juubi jin and have both rinnegans in order to win.
