Theoretically greater and scarier. It was also said Momoshiki was Kaguya's servant. Whatever the threat was, Momoshiki wasn't it.
Not that Momoshiki is weak or anything. Kaguya would take him to the Bone Zone but he would have a better chance than most others, especially with Toneri. But still, the Bone Zone is inevitable.

Yeah I know. Orochimaru's backstory was set up before he reanimated the Kages, then nothing came of it. Kishi just became a shitty writer by the end of it.

He never really was a good writer. He just had good(for the most part) editorial guidance in the beginning.
