Toneri Ōtsutsuki

Toneri Ōtsutsuki (大筒木トネリ, Ōtsutsuki Toneri) is a descendant of Hamura Ōtsutsuki and the sole survivor of the Ōtsutsuki clan's branch family. He is the main antagonist in The Last: Naruto the Movie. Toneri was born into the Ōtsutsuki clan's Branch family and his eyes were sealed within the Energy Vessel for the Tenseigan, as a direct descendant of Hamura Ōtsutsuki. He and his clansmen also lived on the moon. Eventually, following the passing of his father, Toneri was left alone with no other companions as the rest of his clan passed away as well. Toneri is quite a powerful shinobi, being able to control the Tenseigan and use its power to dislodge the Moon from orbit. His overall prowess allowed him to fight on par with Naruto, a world-famous hero who further improved his abilities two years after the Fourth Shinobi World War, for some time. He could also control a golem that was powerful enough to fight on par with Kurama. Toneri could create a green orb to use for various purposes, such as controlling humans by sending it into their body for an array of purposes. Toneri is also able to project himself in order to deliver messages, and can manifest his green sphere through his projection. He also has access to the Byakugan and later gains the Tenseigan, allowing him to access the Truth-Seeking Balls and an array of jutsu related to it.

- Requires, at minimum, Jōnin rank
- Toneri naturally has the Byakugan and all abilities of it but cannot use Gentle Fist.
- Toneri is a natural puppet master, being an Otsutsuki clan member who were originator's of puppetry. He makes use of Puppet-Cursing Sphere, creating orbs capable of taking over opponent's bodies and minds. He can also use the regular puppetry as well as the Otsutsuki clan's remote puppetry technique.
Advanced Bio Restrictions:
- Requires a Skills Test and 15,000 Kumi.
- Once Tenseigan is obtained, it cannot be deactivated for Toneri.
