I believe Toneri is Kaguya's brother. If he was her husband, then one of their sons would not have a dojutsu. However, both Hagoromo and Hamura were blessed with dojutsu powers. The thing is, he is from another "territory" which could be where Kaguya Otsutsuki is from. She was a Princess of that land most likely. However after she left it, he became the ruler. Since Kaguya is sealed in another dimension, in another moon, why would he aim to make this moon collide with the earth? The simple answer is there is something else inside of the moon.

Note: He seemingly has no dojutsu

Powers I believe he may have (Based on his toga appearance): All bodily powers and immortality.

i agree theres something else involved in the moon. the moon was always shown as a ominous presence but it being an empty seal stone wouldnt make it spooky.

kaguya has both body and eye powers. why wouldnt he?

I believe Toneri is either her bro or they are from the same tribe

Yeah but I remember seeing a thread stating that there was a translation that he had some new form of Byakugan. Much like the difference between MS and 3 tomoe sharingan.

As I said, I'm not sure how true it is, but it seems plausible.
