He cant't be Sage's reincarnation because he doesn't have the Rinnegan or Sharingan. He can't be the Sage's son's reincarnation because it's Naruto and Sasuke and they haven't died yet. He Can't be Hamura's reincarnation because he doesnt have the Byakugan. So if Hamura had 2 kids or more, could Toneri be a reincarnation of one of Hamura's son who didn't obtain the dojutsu part of his father? But physical power and high Chakra..he could be Kaguya's baby daddy and maybeva unrevealed , or he could simply be Hamura's son and not a reincarnation of Hamura's son.
