We know that Urie has gotten so much development ever since :re has started, but in the latest chapter it seems as if he went back to his original self (promotion hungry guy). But I don't think that is the case.

I don't think Urie's development disappeared. I believe Urie's goal now is to avenge Shirazu and give him a proper burial. He can't achieve it unless he goes up in ranking, gets access to more information about Aogiri Tree and have influence on operations conducted. It's not the money or fame he is after, as it used to be in the beginning of :re.
