Fam, I really dont believe Kenaki could have taken five of the strongest doves in their prime and manage to kill one, or for the most part save kuzen while fighting S tier doves only to have a god level beast show up with reinforcement, the only option left was to retreat, kaneki at his current level gets wrecked.
And as far as testing him goes it was inferred, eto has quite the interest in him, she wants to see him grow and change to become strong enough to take the title of OEK and move the revolution from the for front while her pulls the his string in the shadows, like he's her marionette. She was playing with him the full fight, flirting and kidding around, her losing her cool was an act so him could take the bait and move her plans into phase 1.
I dont think Kaneki for a second actually thinks he won, and thats why he put her under investigation, knowing that if she is prove a ghoul ( the one eyed owl) and try's to resist he could have help eliminating her, and or use her for his own plans, eto and arima are his two strongest known threats, kaneki can't beat them with just he strength only.
Eto beats current kaneki mid def at best, imo.
