He's not attacking the doves. It's largely unclear what his goal or motive is, so I don't want to get into speculating, but currently he seems to still be allied with the CCG, so he'll protect Cochlea.

Again, though, seeing how unstable he is, Ken could do anything without any of us expecting it.

I'm guessing that Ken is actually going to go against the CCG. Him removing his glasses and cracking his finger could be seen as him effectively being "done" with the Haise persona entirely.
