Merciless is too extreme. Putting Shirazu in his place was not merciless, but normal/obvious course of action. He even hugged Shirazu in the end. He even "saved" Shuu, he could finish him off for good on the roof.

You mean urie and kaneki held him. And kaneki indeed saved shuu...he had more chance of living being thrown off the building than letting ui have at him. Thats why kaneki down right said ill exterminate him.
