Yes and no. Both main factions (CCG and Aogiri) are supposed to be looked at as antagonistic towards the opposite race (Ghoul and Humans respectively). The clowns themselves are not within the borders of good and evil in my opinion. They simply act as a spark that is there to light up the conflict around which the manga is based, a catalyst if you want. What I'm trying to say it's that objectively they are not good nor evil. Now your subjective view of them will most likely tell you something else and it is completely right for it to be so.
