Well Rain Release is from Amegakure(the reason why you must have Amergakurian roots) It is the combination of wind and water, the wind amplifying the power of the water and not freezing it like Ice Release. Pain used it to locate Jiraya when he infiltrated Amegakure. Amegakure is constantly raining and Pain can control if it is raining or not. That's about all I know as of now. I'm sure you'll teach me more though. =D
I release a large amount of chakra into the sky, using it to create chakra infused rain.

As the rain falls onto my hand I begin to focus and use the chakra in the water to form a sphere of water. Concetrating and compressing it as much as I can.

I begin to focus more chakra into the current rain. Then I begin to compress the chakra within the Rain, using the chakra to make the Rain as sticky as possible. The new stick rain binds your clone in place.

I begin by building up a large amount of chakra into the rain. I then focus and form that chakra into a large figure that has my body shape. Then I focus and make it capture my relection, making it look exactly like me. I begin to move and the reflection mimics my moves.
