What are you talking about? Naruto is not animated by toei, it's animated by studio peirrot, and the animation is fine as it is for a weekly series.

2. Masashi didn't choose anything. They chose Naruto manga to get an anime adaptation.

I always wondered why Studio Pierrot did a much better job at animating Bleach than Naruto. Bleach's animation was much more consistent than Naruto.

Bleach's animation wasn't that much better than Naruto. It pretty much comes down to having a different series director and animation directors.
