Judging by what we saw in this chapter, Hashirama and Tobirama expressed views that are pretty much the core of their future policy. Since those two were Kages and judging their intellect overall one definitely can't classify them as geniuses of any sort, Itachi thinking like a Kage back when he was 7 doesn't seem special anymore.

Kishimoto wasn't very careful in this. He basically overhyped Itachi in one chapter, and then downgraded him back to normal.

So the impressive fact is that he thought like a Kage right? But the Kages seem to not be anything special after all. So he thought like a non-special dude.

Are you following my logic or still "nope, no sense in this post"?

why isnt it impressive is it because all kids wonder about things like seemingly impossibilities?
is that what your saying
Simple. Step by step ok? xd

Hashirama and Tobirama in this chapter = toddlers. Hashirama and Tobirama become Kages. As Kages they follow the policy they recommended back when they were toddler. Mature policy so no problem there.

Toddler Itachi= thinking like a Kage despite being a toddler. But the Kages basically thought like that when they were toddlers too.

Conclusion : Nothing special with that.

As far as wisdom and understanding go, it puts Itachi in the same league as Konoha's 1st and 2nd Hokage. Why wouldn't it be impressive?

And that's not all, Itachi was the most insightful person in history. Even in times of peace, Itachi knew where the bindings of clan were going to lead. This was a whole new issue.
