I don't remember what Orochimaru said exactly but it was a logical Explanation !

If Sasuke stays he will attract forces who will want to steal his Rinnegan (and EMS). It will be like the Cloud stealing the Byakuguan except much worse. The village would constantly be in danger.

It's not really Sasuke safety that matters. It's the safety of the village in the instance of an attack on Sasuke - he wants to avoid collateral damage against Konoha. As for Naruto, it's probably b/c of his reputation I guess. Naruto's ability to single-handedly swing a war is known, Sasuke's isn't.

It's not about him being in danger, but the village. If someone stronger would attack it, it would be the same story like in Boruto movie when Momoshiki and Kinshiki attacked with Naruto and Sasuke being unable to deal with them, cuz they would blow them up along with the village. As long as he's travelling alone he can deal with anybody. Staying in the village, would only limit his techniques, cuz I doubt he would use PS or CT in Konoha. Also come on it's adult Sasuke we're talking about, it's not like he's under any threat while traveling alone lol
