Tobi's sharingan

So I have a theory as to why tobi has not used his mangekyo sharingan.
Itachi had said that shisui's eye needs a decade before it could be used again so maybe tobi's is the same thus meaning that eye never really belonged to tobi because if it did he could use it all the time.
Thoughts please.

no because of the vast eye collection he has that means he swtches eyes so i believe that he might have mangekyo because he switches out so much but mayve its because he just can't maintain a sharingan for some reason.

Yes I know he has all the other eyes but e one he uses obviously isn't his also he only ever used one eye what is the point of that it's a given that that eye has fought the second hokage him being the first to use ftg a similar jutsu to tobi's and would explain why he uses that eye cause it had copied that from a fight.

if this were true.. and it isn't. if it were though shisui's eyes by himself takes a decade to recharge (yet with hashirama's cells it varies the time) and we know tobi has hashirama's cells. plus, itachi had one eye and danzo had the other. 1.itachi's was used on kabutos control over him. and he destroyed it. 2. danzo destroyed his before tobi could take it from him.

Remember there are certain applications to being able to use [Mangekyo] MS
and it was stated in the anime that there were not many who had
or could awaken this power.

We have noted that tobi uses many different sharingans then maybe we
can argue that not all the one's he uses or if any thus far were capable
of awakening such technique.
