Tobi's Rinnegan?

Why did tobi not shinra tensei when naruto popped up in the other dimension and smashed his mask? Am I missing something? Do you need both eyes?

I'm not saying there is no way Tobi should have got hit, because clearly, he just did lol.

Hmm dont think Tobi could use any moves when he is in intangible mode. The intangibility mode looks like it works automatically, when parts of his body or his whole body go to the other dimension it has to come back to the real world he cant stay if he want to stay he has to use the teleport part of the jutsu.
