Forget the moon eye plan. Perhaps Tobi has an alternative motive. He's not really that bad. After all There is no such thing as one good and one evil. They are just two different concepts that get interpreted in many different ways. Heck, what seems as evil to you is good to another person. Just like hope. Its usually seen as a good thing but Hope is also like dreaming. If you spend your life hoping for things to happen instead of working towards that hope you spend your life in your mind instead of living. Hope can also make you unappreciative of the reality, if you hope to get a really great gift for Christmas, and don't ; you don't realize the really great gift of Christmas is that you get to spend it with your family or/and people you love. So knowing this, what I think is that Tobi has set himself up as the Antagonist to give the villages a reason to come together and achieve "peace" (not true peace).
Again, I highly doubt it. Don't take it seriously. Its just a thought.
