Tobi's plans for the Moon's eye is not a fake. All of the Jinchurriki... the one paper chick that was on Atauski (sorry mispelling)... Danzo's guards.... Tobi has killed plenty ninjas, so unless killing people is a part of his plan... ok maybe it also could be.

But think about this. When the real Madara was brought back to life he thought Nagato did it. And when he spoke to Kabuto, Kabuto said that he didnt know if the fake Madara would stick to the plan. This means that the Real Madara knows about the Fake Madara (Tobi) and if Tobi's plan was to unite the ninja world this way it would just be backwards for Real Madara to be trying to kill everyone. He spammed the battlefield with Comets and killed a hellova lot of ninja. If this is also a part of the peace plan, WTF.
