ok as we all know. tobi has been hotly debated to be obito, the 10 tails itself, and even tobirama.
the above are not feasible because of the three things here
obito was crushed by a boulder so status officially KIA
tobirama killed twice once in action and the other sealed by the thrid hokage so Status SEALED
the all mighty juubi. i could see why people have thought of him being tobi and who knows maybe. But for the sake of my argument this is also very unlikely because
A the bijuu are not conjoined
B he (tobi) has said repeatly he needs to "recreate" the juubi and seal it in himself
C its not even able to do that because think about if the 10 tails is the combination of all 9 bijuu and thats its chakra.
the 4 people most suited to be the infamous tobi
kagami uchiha: he is a likely canidate if tobi is as old and is telling the truth of him being a uchiha. his motive could be seeing his master tobirama being killed by the cloud nin. this would set off a chain of events that would cause him to hate the world for the way it has become. this could also explain why he knows so much about the uchiha clan and how he would know about the so6p because his master was a brother to the most powerful of all hokage harishima senju. he could've had knowledge on the uzumaki's sealing jutsu because of mito uzumaki. thats it for the personality. now onto physical appreances. tobi and him share a lot of physical appreances such as height, weight, and even hair style. this could very well mean the kagami uchiha is tobi
madara or zetsu clone: he stated before his death that he awakened the rinnegan and the ability that is infamous to this is the creation of all things technique weither if he had this or not is unkown. however if he did he could have created tobi to follow up his plans and this could be how he and tobi know eachother. infact the current tobi has the same arrogant power hungry atitude as madara had before his death. this could work in conjuction to zetsu but this does not make since if madara if madara does not know zetsu how could he even be able to order him to make a clone. so if anything madara right before he died used the creation of all things technique to create a copy of him self tobi. this also explains his age
shisui: this would actually explain tobi's genjutsu abilities and poweress. because to date tobi's and shisui genjutsu is by far the most powerful except for izanagi and izanami. anyway it is said the KA is able to control someone without said individual knowing so. yagura who was a perfect jinchuriki was controlled by tobi and his tailed beast knew some powerful genjutsu and even then was not able to stop tobi's. he might even done this to sasuke because lets face it he took one hell of nose dive when he was with him. this explains how he and itachi know eachother so well. but this does not explain the age. but this explains tobi's collection of sharingan and even the need for differnt ones. also look at his rinnegan in the manga that one eye is where his other eye was taken out so this explains alot also. his mangekyou may just look like a normal sharingan (yes i know i said this and it could be true who said that the mangekyou needs to look differnt from the 3 tomeo sharingan). this could also explain how he could know when kushina was giving birth he could have KA someone and found out that way. most likely kushina's friend and sasuke's mother. but the other reason why the uchiha were they ordered to step down by their leader. who might have been controlled at the time as well.
with this conclusion i say that kagami is the main person in this little situation. his looks and personality fit it (his now personality)
