Which is exactly why the sage of six path named the younger son as the successor, bcoz the younger son sought to maintain peace through kindness and love as opposed to the older son (with the sage eyes) who sought to maintain the world through power!

Did you ever think that maybe Tobis plan is different to madara's...naybe nadara wanted the world o himself and an ultimate body but maybe tobi wanted to make war infrotn of all the kages so they would unite and become one and then after he dies there would be peace because they are all united... thats just a theory of mine yea

though it would be peace, it would be a false peace that would only last as long as he lived, which maybe forever maybe not, but would also rob humans of their free will. and think, someone as twisted as him and as powerful as him would get bored in a world with no conflict, and eventually would get bored and start doing terrible things with his power. he calls it peace to make it sound appealing, but as he said in the latest anime, he wants to control the world, and thats it really.

We believe in the presumption that was his actual agenda...

bear in mind 16 years ago, he came to Konoha with utmost need of actually wanting to obtain Kyuubi and instigated an attack on Konoha...

With that plan foiled by Fourth Hokage, He is not deterred, he vows that he would return...

Frankly, I do not believe every words he uttered...consider this, why would he who wanted power suddenly decided to take a huge leap into wanting nothing but peace. I doubt his intention is sincere. That's why both Madara and Kabuto wondered whether or not he would stick to the moon's eye plan...

Consider this, when Kabuto opened the sixth coffin, Tobi is shocked but he believed that at that time is not the right moment to fought Madara. He believe it would weaken his capacity, meaning that he believe he is capable to take down Madara with substantial damage...

In my opinion, Tobi merely used Madara as a stepping stone to gain an unimaginable power. To do that, he followed out Madara's order to the letter and hopefully be able to gain his ulterior motive and perhaps then test out his newfound power...

P/S: This is mere speculation and I doubt I done a good job in explaining my theories...nevertheless, it is my firm believe that moon eyes plan was merely a front for a much deeper and convoluted thoughts...
