Tobi joined the Akatsuki and acted like a noob because he doesn't want to attract attention about his identity and also his whole plan. That's why people thought Pein was Akatsuki's leader. He used every member of the Akatsuki to collect the Nine Tails, and letting them die in battles. (because they are still some what a threat to Tobi.) In order to succeed his plan easier he used Nagato to destroy Konoha, so then there will be nobody against him. But he failed. He planned to get Nagato's Rinnegan after he destroys Konoha.
Remember the room where Tobi transplant Itachi's eye to Sasuke? If you look closely the background is full of Sharingans. My question is how did Tobi get them. When he is telling Sasuke about the massacre he said it himself that he was a part of it. That gives more proof that Tobi wanted the eyes for himself. I believe that Tobi told Donzo to order Itachi to kill the Uchiha; in return Donzo gets Uchiha Shisui's Sharingan. Later on, taking advantage of Sasuke's hatred he can eliminate Donzo and get Shisui's eye. But he failed also. I also believe that Itachi doesnt want Sasuke to meet Tobi not because of knowing the truth, but because of the attempt of trying to kill Tobi. Itachi knows that Sasuke will never win. OR Maybe Itachi doesnt want Tobi to use Sasuke; Itachi might predict that if Sasuke did get used he will end up dying and get his eyes taken away. This is my thoughts about Tobi.
