I have this in my head for a pretty long time:

Tobi needs to have the chakra of all the tailed beasts in order to revive the juubi, but Kurama is incomplete!!!

Minato sealed a part of the nine tails chakra permenantly in himself and then into the shinigami because Minato got sealed in the shinigami.

As you see half of it was sealed in Minato, because he could feel the heavy chakra.

And the other half was sealed into naruto

Since Naruto only has half of the Kjuubi's chakra, it would mean that the juubi would never be fully restored. And as result Tobi would never be able to become the jinchuuriki of it.

Well this was my small theory, what do you think about it??

It can be supposed that the chakra taken from the gold and silver brothers can make up for a part of that lost chakra. And the nine tails is still fully functional without that half, so theoretically the Juubi will be just fine with only 17/18ths of its chakra.

Bitch please, before Kabuto came in, Tobi was going to storm into this war with nothing but his current tailed beasts and Zetsu... his Bijuu are being owned by a single shinobi, and Zetsu cant do jack shit.
