Could Tobi's Mongekyo sharingan look like a 3 Tomoe sharingan?

This could explain why he could be Intangible and open an inter-dimensional portal to Wrap or Teleport himself.

Not necessarily. Kakashi has used Kamui quite a bit and he hasn't shown any signs of going blind, it just causes a lot of strain on him and uses a ton of chakra.

But I highly doubt that his MS, if he has it, looks like that.
