I honestly think Minato gave Tobi the idea of calling himself Madara. I doubt that was Tobi's original plan, to call himself Madara. He doesn't want to be Madara, he just using that name to scare shinobi. Tobi isn't far from Madara's level, so why would he want to be him? For example, it's like Kakashi wanting to be Guy, Guy is just a tad bit better imo. You see? It doesn't make sense
